A DVD player on a television can not read a CD however any DVD player on a computer, can read a CD!

yes it can as the laser reader of a dvd drive has high power as dvds have 2 layers so it can read cds also which have only one layer

Should be able to. I believe most are dual-read drives which can read DVD or CD data. As long as it's fairly new it should be able to.
