Can I use a simple bike foot pump I bought at Target to inflate a flat tire for a car tire?

If the beads of the tire are seated and you don't have too fast a leak it can be done. Patience is a virtue, keep telling yourself that as you work that bicycle pump.

Yes, but don't try it with it on the car unless you jack it up to take the load off. You will still get a good work out with it but you only have to get about 20 lbs/psi in it to get it up enough to drive it to a station that has an air pump.

You can but it takes awhile. You can buy a small portable compressor that plugs into your cigarette lighter for cheap at a parts store.

Yes you can; but it'll take you a small eternity to get it done.
