Well both are hilly, wet and cold with horrendous traffic problems. It costs 10 times more to live in San Francisco than Pittsburgh. So if money is no object, San Francisco is the place to be. But if you want a nice place to live modestly and don't mind wintry weather a few months of the year, Pittsburgh will do.

Depends on what variables factor into your definition of "quality of life." Personally, I would choose San Francisco: great weather, vibrant cultural scene, good economic prospects (especially in the technology sector), liberal-minded people, beautiful surroundings outside the city.

To each his or her own, though :)
