I mean this in the most respectful, and most starightforward way I can put it. You need a bigger budget if you want a used car that can take most(90%??) other cars on the road.
No matter what you have, their are as many cars out their that will eat you up as their are that you can blow the doors off. In almost all cases, he with the most money, when it comes to cars, wins. The only time that doesnt happen is when several are real close moneywise, but one knows a whole lot more about cars, or knows someone who does.
Plus, you havet stated wat you want to do as far as taking eother cars. Top speed, 1/4 mile times, 0-60 MPH time, road racing around curving roads, etc etc. A 5000 mid-late 90's Eclipse will get its *** handed to it by a high end sedan on top end and probably ecceleration, but will eat it alive on tight curvy roads.
The best bang for the buck is a cheaper hot hatch that you can spend little on the actual car(91-94 small Japan made cars with V-6's can run as little as 2500) then you can dump the other almost 20K into the engine, drivetrain, and suspension. Also, if you only looking for the speed and handling, weight is the biggest enemy, so take out everything you can.
I have actually seen many street legal stripped down cars sell on ebay reasonable for what they are and how fast they go, check their as well.

Two months ago,I bouht a near new SUV from online police auction.It only cost me $730 and i have not had one problem with it yet .

I would go with a Honda Civic. They last forever and you can make a lot of additions to them. Great on gas, handle well, etc. Dont get a Toyota of any kind though. Hondas are I think the best make out there.

You should be able to find a used Mustang Cobra. They can handle a lot of modifications and have enough speed to blow most of the cars off the road.
There will always be cars faster, but it is a question of how many can beat you? The cobra will be a good start. good luck

this is such a general question its annoying... get a 94-95 gt mustang 5 spd, its the last of the 5.0's and there less than 5g's! or a last gen ls1 or lst camaro those are scary fast stock! or get a srt4 for the tuner stay american!

21 grand ....... i'd get a 94 mustang gt 5.0 liter v8 .... ..prob cost you like $9000 ..... with the rest of the money ... you can get a full suspension ... and rebuild the motor with brand new racing parts .... cams, pistons Nos
