would it be possible to make this black skirt shorter, by cutting from the waist because i want to keep the floatyness at the bottom and dye it blue so it's similar to this skirt?
i know to sow, but can't afford to take the skirt to a tailor and i don't have a sewing machine. thanks for any replies!

sorry, no. for one thing, you can not dye something black blue. Even if you do bleach it first, it probably won't work right.

secondly, that second skirt has a yoke. And while you could make a yoke out of the extra material, I don't really think it would be worth it without a sewing machine. It just seems like it would be much easier with a sewing machine.
Thirdly, the two skirts are made out of entirely different fabrics and you might get two entirely different skirts even following the exact same pattern.

Yes, it is possible to make one skirt look like another.

No, it's probably not possible to change a skirt from black to blue.

The second skirt also buttons down the front. I don't believe it has a yoke. I believe is has V-shaped tucks in front and probably in the back as well.

Disregarding the color and buttons, it would be possible to hand-sew V-shaped tucks to shorten a skirt while maintaining both the hemline and area from waistline to hipbone. If the skirt zips in center-back, the zipper would not need to be repositioned. This *is* possible, but I wouldn't recommend as a first project for a person without hand-sewing experience & practice.

you can take it up at the waist but you will also have to take it in, and move any zippers or closures down, a real pain in the pants. but you can do it. you cant dye black blue. it just wont happen, black is darker than blue, so you just cant do it.

Yes it is possible, but it involves a lot to make it work. It is not something that an inexperienced sewer should attempt.
