Have a houseparty at home, inexpensive, and get ppl to byo. There's a shop called Garfunkle that have beautiful dresses. Otherwise maybe Myer, they usually have lots of gorgeous evening dresses. Make sure to play lots of music!

when my son graduated from high school, I had a BBQ/open house celebration. We set up volleyball, badminton, Frisbees, etc. We also had a sound system playing the music he liked. We had all the food on ice, a tent was up for shade and everyone had a great time.
note: open house was certain set hours, that way people could come and go when they left one party.

Wait until your parents are gone then invite everyone you know for a beer party. Then see where that goes. Of course you could always do what your parents want and have that tea party they could chaperon, take your pick.
