unpluged it and it still only boots to safe mode or start normal..but this keeps popping up .. problem has been detected and shuts down..

Sounds like it may have gotten fried. You'll probably have to take it in, happened to my friends computer once. The house insurance, paid for a new one.

Seen that on machines that have corrupted operating systems. If you're running Windows ME I'll bet that's it.
