They do this all the time in my neighborhood...one day the flag is at the top of the flagpole, the next day it is at the halfway point.

It is called flying at "Half Mast". It is done as a sign of mourning. The flag is supposed to be raised to full mast then lowered back to half. When taking it down you raise it to full again then bring it all the way down.

Flags are lowered to show respect to a person or persons who has earned this honor.
