Gel filled packs that are placed in the freezer are sold at most drugstores.
Just remember not to use for more than 15 minutes/once an hour. Otherwise you can freeze the muscle.
You can alternate with 15 minutes of ice, followed by 15 minutes of heat, but again, not more than once an hour.
Try moist heat too. That might give you results too. Put a damp towel between the heating pad and it's cover.

Yes, you can buy gel filled pads that you can keep in the refrigerator or in the freezer. Some people like hot pads and other prefer cold pads.

Hi. I use a Surgi Pack which can be used hot or cold in a microwave oven or in a freezer . I don't know if it is available where you live but there should be something similar. Having the one pack for heat and cold is very convenient.

A regular, plastic cased ice pack would work perfectly. Put it under the dogs' blanket and you got a cooler dog. Depending on how hot it is, these last a 2-10 hours. You can buy them at most grocery stores, or stores like wal-mart.

Don't know about pads but the wheat cushions that you can get that you can put in the microwave can also be put in the freezer. I believe you can get the cushions from health food shops or the like.

marks and spencers did them year back but they didnt sell so they stopped making them. I guess they heard of the buying a ice cold can of soda or bottle of water and pouring it over yourself and just couldnt compete!
