I totally agree with you on the sirens on campus. If we can have them to alert us to a weather advisory. We sure should have them when there is a danger.

That would be a good idea, but it would much too difficult to do. As others have pointed out, how would you know what kind of emergency it was and what to do? Also what about large campuses? I go to Pitt, and it has a huge campus and is intermixed with the CMU campus. If each one had a system, how would you know which one is which. Not to mention the siren would have to be extremely loud to cover so much area and it would worry/annoy people who aren't even associated with the university. Once a siren is used too much, it becomes an annoyance and obselete. When you hear a car alarm, do you honestly think a car is being stolen? Same when a fire alarm goes off. Finally, if you're in a large city like I am, sirens get annoying really fast. There are constantly police, firetrucks and ambulances going by so you just learn to ignore them.

No it is not just you. They could/should give instructions about the siren at registration as well as have posters in plain view of what to do. For example, GO HOME, off campus or whatever.
They could also announce in on the class building PA systems as to the nature of emergence and start a building lock down. Like lock all doors, class room, stay inside, lock dorm room doors. This is in addition to alerting with IM or EM or Phones or Text Messages.
You might send the idea to the schools and may get an award. After all that is what they do in pre college schools.

Dude, I totally agree that all campuses should have a loudspeaker system that can quickly be used to alert the entire campus to an emergency, especially in all classes and dorm rooms, and I don't understand why it hasn't been done already. The system would alert students to the emergency and where to go that was safe. At the beginning of each semester, also, classes should go over emergency plans...where to go when evacuating and such. A university in San Diego is talking about mass text messaging in the case of an emergency, but that would be only a little more effective than emails since most students keep their phones turned off for classes.

Well, but what would the siren mean when it goes off? People wouldn't know if they should stay away from a particular spot, stay inside, run for a ditch, get away from windows, etc.

How would they know what kind of danger it was? Shooting, fire, tornado, etc. Also, how would they know what they were supposed to do?
