Sadly, there are far too many officers like this.

The ratio of bad cops to good cops has definitely skewed in a bad way. Far to many people with inferiority complexes, self-esteem issues, people on power trips and other assorted bullies can get a badge and a gun now. Don't they have any kind of screening process at the academies/schools anymore?

I'm always hoping that when I get pulled over, that the guy making the stop doesn't decide to shoot me for the heck of it!

Yes and yes. In general, the police (excluding the Federal goons) are professional and want to do what's right. However, two things work against the people. One is the idea of "law enforcement" which makes police work rather robotic and is the chief cause of bad publicity. The police are the first line in the court system and need to make a decision whether or not the law was meant to apply to the situation and not take the dangerous "the law is the law" attitude. Secondly, in most cases of abuse of power, if it doesn't get in the news and an internal investigation (by human nature, a whitewash) clears the officer, that's the end of it. It allows officers the break the law, issue bogus tickets, etc and get away with it. Again, most do not play that game but far too many do and there is no real check on them.
