If something "goes without saying," why do people still say it?

Because there are some dense people in the world that need to hear it said.

For example:

"It goes without saying, there's no smoking in the house because she's using an oxygen tank to breathe."

Then ten minutes later "Do you think it's alright if I smoke in the kitchen?"

Just in case, against all odds, "it" went into some moron's left ear and exited the right ear, without registering in what little grey matter there was in between.

Its sort of like when someone says, "Don't look now,
