Because there are some dense people in the world that need to hear it said.

For example:

"It goes without saying, there's no smoking in the house because she's using an oxygen tank to breathe."

Then ten minutes later "Do you think it's alright if I smoke in the kitchen?"

They say it because they want you to hear
it just in case you don't get the "drift" of it.
Its sort of like when someone says, "Don't look now,
but so and so is kissing so and so's husband!"
