Because if a dog bark at another dog. They will get their face ripped off by the other dog that they are barking at.

Actually what the dogs are smelling is a bodily fluid that is coming from their anal glands. Dogs have highly sensitive noises and can tell the different scents apart. This fluid does leak sometimes, especially in smaller dogs, and when it does, it often smells like fish to our noises.
