I need all the info on the new New Jersey Drivers Licences law?

Sorry if i spelt licence wrong, but i need to know everything bout the change of 1st time New Jersey drivers. I know its for my son but what is changeing if you could get me a website on the topic, Thanks in advance

I take it you have never driven in New Jersey before? They drive like there is no driving laws, and the police just watches them.
