The graphics card can only draw and colour the images that are being displayed on the screen, therefore it has no affect on loading time.

The best ways of decreasing your loading time are:
1. Upgrade your processor so it can crunch more numbers.
2. Buy a faster hard drive, such as a Western Digital Raptor X (10,000rpm)
3. Buy two hard drives that are identical and make a RAID 0 (stripe). The data is split over both drives so when it is read again it can be read from both drives and therefore dramatically decreasing the loading time.
However, you do need a motherboard that supports RAID (which all the new ones do).

No, Graphic card has nothing to do with this, mostly your Hard drive, and System Memory effects loading times.

NOPE! It's all in the drive and RAM.

Get a SATA ll drive w/ NCQ and 8Mb or higher cache or better yet a WD Raptor.

No, it just either increases framerates ("smoothness" of the game's motion) or allows you to increase the visual detail and image quality.
