Well if you are taking word for word that is what it would mean but the phrase surprisingly means just the opposite. Well it's about time! is saying ,after waiting all this time you finally showed up or in other words you are so late.

it should mean that way, but, they're just annoyed that they got there way ahead of you and they can't leave without you.
