Ferns do not make seeds at all, so they are neither.
Ferns are in the plant division Pterophyta. They have alternation of generations with the sporophyte generation being the dominant one.

Ferns are seedless vascular plants.. I think they can be classified as sporophytes or tracheophytes, but I'm not sure. Oh this diagram just has them listed as ferns.
