As the nation debates whether more guns or fewer can prevent tragedies like the Virginia Tech Massacre, a notable anniversary passed last month in a Georgia town that witnessed a dramatic plunge in crime and violence after mandating residents to own firearms.
In March 1982, 25 years ago, the small town of Kennesaw – responding to a handgun ban in Morton Grove, Ill. – unanimously passed an ordinance requiring each head of household to own and maintain a gun. Since then, despite dire predictions of "Wild West" showdowns and increased violence and accidents, not a single resident has been involved in a fatal shooting – as a victim, attacker or defender.
The crime rate initially plummeted for several years after the passage of the ordinance, with the 2005 per capita crime rate actually significantly lower than it was in 1981, the year before passage of the law.
Prior to enactment of the law, Kennesaw had a population of just 5,242 but a crime rate significantly higher (4,332 per 100,000) than the national average (3,899 per 100,000). The latest statistics available – for the year 2005 – show the rate at 2,027 per 100,000. Meanwhile, the population has skyrocketed to 28,189.

These are currently a Class3 item, meaning that a special license is required to legally obtain one. semi auto weapons are simply another type of firearms, the purpose will depend on the owner and the caliber/design of the weapon. The military currently uses select-fire assault rifles, meaning that the gun can chose between semi and full automatic modes. These are not available to the civilian market. Most people use semi auto firearms for hunting, self defense, and target shooting. If the weapons are banned, then we roll back the firearms history 105 years, to 1895, most guns prior to 1895 do not feature semi-auto function. These are cowboy guns, single shot, bolt action, break action, and muzzle loading guns, lever action arms. if they ban any weapon that is a repeating arms, you roll back history to 1835, where muskets were the only choice.

You're right the world has changed, more people are less likely or less mentally prepared to act on their own behalf defensively, like the first half of the Second Amendment says is necessary for the security of a free State. This means that fewer people resist criminals and expect other people, paid for the task, to try and do it for them.
So, when someone gets a weapon and decides to use it on other people, that shooter KNOWS it is unlikely anyone can or will stop them before they are done if they do it quickly.
This creates an environment where criminals know they have an advantage over other citizens and then take advantage of it.
You are entirely right laws need to change.
The laws need to require that the militia--US law defines as all able-bodied men 17-45 plus select others--need to be trained and required to respond appropriately in times of need, like during the shooting, during the post-Katrina time frame in New Orleans, during the riots in Los Angeles in 1992, and the Beltway sniper incident.
The militia should universally be trained with firearms and the legal and ethical use of them and be required to use and own them, or suffer disenfranchisement and loss of governmental aid or benefit for not fulfilling their duties as citizens.
Will it happen?
Probably not because there are too many people out there that prefer to be victims...

Even if there were no 2nd Amendment I am certain we don't need the Government or an Amendment to the Constitution to realize that all Citizens who want them for Hunting, Defense, Target Shooting, Plinking, Collecting, Survival etc. shall have them without the approval needed from Anyone, Anywhere, Anytime,Anyplace they so choose to own one or more.. Basically its a matter of Free Choice as whether or not to possess them.. The Government or any other human being or law should not even be considered before one can own and use a firearm.. I believe it is a persons God given right, because he gave us free will and thats good enough for me..

Automatic weapons are illegal unless you have a class III federal firearms license. The only people I know who have one of those are gunsmiths who make weapons for the police.
You want to make semi-automatic weapons illegal, but you say that "small guns" are ok for security? What the hell does that mean? You want bolt action pistols?
The laws are fine the way they are, they just need to be enforced.

Impossible. There are tens of millions of guns in the U.S., only the good people would get rid of them.
Criminals prey on unarmed people.
