They are both organic solvents, and both are very good solvents, although rarely used now because of their carcinogenity and also halocarbons detrimental environmental effects. Carbon tetrachloride is net non-polar but the chlorine has a higher electronegativity than carbon so not sure it can be classed as completely non-polar.
