No, it would actually be B, .67 nanoseconds. To convert hertz into seconds, you take 1/(hertz). Beyond that it is just a matter of nowing units, what Giga means and what Nano means. I just used Google calculator and typed in 1/(1.5Ghz) and it gives the answer.

1 nanosecond = cycle time for frequency 1 GHz therefore answer C 1.5 nanoseconds.

1 cycle per second is one hertz
1.5ghz is 1500000 cycles per second.
1/1500000 is 0.67 nano seconds.
