It sounds suspeciously like adware.

Test your system with Windows Defender, Spybot Search & Destroy and Ad Aware, all free. Google for them.

check your symantec program, it might have come with a firewall. you can only have one running, if you have it with NAV go to control panel/firewall and disable windows firewall
