check your symantec program, it might have come with a firewall. you can only have one running, if you have it with NAV go to control panel/firewall and disable windows firewall

If you have Norton installed on your PC, turn off the Windows Firewall in Control Panel > Security Center.
You can't run two software firewalls (or Anti-virus) at the same time.

Choose witch one you want to use and click on the flashing icon for it. Then, do what it says.
