Been working on this since April 2. After changing fuel line and unkinking lines, this is where I am --- First I turned the key on, started the motor, 30 seconds. I have to wait about a minute then it will start again for 30 secs, will not start unless wait a while. Check the fuel filter, gas is there and it is in correctly. Just purchased it online - no help from the dealer, it is new JMSTAR - YP250 Lanhai motor. Thanks for any help on this -

Get a refund and buy American. Write your congressman and tell them what you think of NAFTA and job outsourcing.

Disregard the Chinese hate mail, anything can be fixed. Guardrailjim and one of the others have given you good advice. I would just like to add that you should also check your gas tank vent (in cap or other), air has got to get into the tank for fuel to out. Don't be bummed out about your purchase, an experienced mechanic could find the problem in a matter of minutes, here's your chance to learn.

It sounds to me that you are not getting a steady flow of fuel.
Pull the gas tank off and check the strainer inside the tank.
If it is the scooter that I think it is, check the fuel pump pick-up screen. If it has dirt on or in it clean it out and reassemble. Test the fuel pump. Does it keep pumping for longer then 30 seconds? If not, replace it. Sounds like something is restricting the fuel some where.

--Clean the carburetor.
--Bikes are filled with gas & oil at the factory and run, to make sure they work.
--Then the fluids are drained and the bikes are put into crates for shipping.
--From the time the fluids are drained, till a customer finally takes possession, could be weeks - months - years.
--Any gas that wasn't completely drained out, will evaporate and leave behind a gummy lacqure.
--The jets could be partially gummed up. The float needle could have blockage, or is stuck partially open. Just enough to let some gas dribble into the float bowl. Run it for 30 seconds and it's out of gas. You then have to wait for the carb to fill up again.

I hate to beat a dead horse, but Chinese motorcycles are absolute cr@p. There are a lot of people buying Hyosungs because they're really cheap, and making payments on them while they're sitting in the garage broken because there are no parts or technicians to service them.

Dump it on eBay, and learn a lesson from it!

The problem is that it is Chinese engineering, which is really, really bad reverse engineering.

It may look like a motor, but its not.

Take it back, or roll it off a cliff :)
