Fuller bottom lip. I think fuller upper lip makes you look like a duck. They can't really be so different that they look disproportional.

i much prefer a fuller bottom lip. the only person i can think of that looks good with a fuller upper lip is michelle pfeiffer.

I don't know. I'm leaning towards upper, but it looks ridiculous when women get their lips altered alot of the time. Courtney Love comes to mind.
