It started in a lot of places all over the world independently. The earliest is said to be Sumer in southern Iraq. There is speculation that the sphinx actually dates from a civilization that preceded the builders of the pyramids in Egypt. There are cities that existed before the settlement of agricultural communities. Jericho was a city 10,00 years ago as was a city in Turkey. So the answer might change with new discoveries.

It is believed that the first communal settlements are found in mesopotamea. it is now part of the middle east.
King Hammurabi was from lower mesopotamea and set out one of the first code for civil conduct.
