If you go your your Lead and she doesn't see aproblem, then next step either go to the principal of the school or go directly to the Child Nutritionist of the school district and report the problem. Make sure that you are just not misunderstanding

I know this may sound weird but how do you feel about your manager? and how do you feel about the people causing trouble? Your politeness will mean nothing if you do not examine why you are being polite. If you are being polite just to avoid being yelled at or to avoid being fired then that will show through. Examine your motivations. Only after your motivations are in line will a polite approach have a positive impact.

If several of you have told your manager and she did nothing about it, then you may want to take your complaint to the school principal. It's never pretty going over your boss's head, but it beats finding a new job yourself. Those of you who have complained should stick together as a group. Complaints about a hostile work environment always carry more clout when you have backup. Also provide the names of anyone else who may have seen the new employees' behavior.

You have already brought their behavior to the attention of your manager, she doesn't want to do anything about it. You have to look for another job and then quit this one. If your manager isn't going to do anything about the disruptions in the work place, and you don't feel that you can stand to work there any longer, then you have to leave. Please be sure that you are certain that it is them and not you, just want to cover all sides of the argument, perhaps that is why your manager is not taking any action on your behalf. Sorry it's not better news.
