It's up to you whether you should wear eyeliner or not. I started wearing it in 10th grade and I thought it looked really good. If I were you, I'd choose a black or dark brown eyeliner and line INSIDE your lashline, either on the top eyelid or both eyelids.
Everyone looks good in mascara, so I'm going to suggest mascara. Maybelline is usually the best brand. Be sure to roll and wiggle the mascara brush as you apply it so that it won't get clumpy.
I think that you have a lovely shaped face and cheeks, and I think that a little bit of tan blush would look really good on you.
I always like lipgloss, especially clear or lightly tinted gloss. You can wear a lipliner that matches your lips under the gloss if you want.
Your skin looked really good in the picture, but buy some concealor to wear if you get a blemish.
Obviously, don't feel pressured to wear more makeup than you want to, and don't feel pressured to wear more makeup than you have time to put on. In 8th grade, you can still get away without makeup.

Only very basic,remember make up is to enhance your own natural beauty,not create a whole new identity.So,first some mascara to make your eyes stand out and appear larger,you really don't need eye liner.
Next some light,blush again to enhance your eyes when applied properly,starting at the top of your cheek bone to your hairline again LIGHTLY applied and some light lipstick or gloss.
Avon has a great line of teen products called Mark go to Avon.com and have your mom or someone help you select some complimentary colors.

I'd use a light tinted moisturer, some light tinted sheer cream blush, and lip gloss. Keep it natural. I don't like eyeliner in the daytime on most people. In the evening you should add mascara and some shimmery shadow.

u have very nice skin so i would just dust a bit of bronzer on ur cheekbones and maybe temples and forehead, to give u a glow, and a coat or two of dark brown mascara for day and two coats of black at night. also its great to try different eye shadows to see which ones really accenuate ur eyes. light browns shimmery and matte look gorgeous on everyone also browny/copper looks great at night.

wear just a little bit of makeup. maybe just some brown eyeliner on the top eyelid or just a little black mascara
