It depends entirely on who issued it, and whether or not they are still in business.
If nothing else, it almost certainly has some value as a collectible. Even Confederate States of America bonds sell for a nice sum on eBay.
Please include more information. Who issued it? What condition is it in? Can you read the signature(s)? Are there coupons with it? Is there a punch cancel of any kind?

The US Treasury has a website that will allow you to find out the value of bonds. However, 1864 is pretty old, I don't know if they go back that far.

If you want to sell it... try going to the action... probably you'll get more this way than the Bank will pay for it.
