What goes with a bright blue is flat white, light sand beige,flat mid-pale yellow, bright yellow, flat greenish-blue, maybe mid-grey--flat prange--
and that's pretty much it except for a shade here and there. That sort of blue occurs in nature only in the sky so that's why the other colors that match it are sky and forest colors, etc.

Depends on where you're going. Out for a fun night? I'd say a sexy white top with tan flip-flops.

If the skirt is short and does straight down...a white t-shirt would do great.
If the skirt is flowy or pleated...try a white tank top.
