Although the bouncing of cheque is an offence under the Negotiable Instrument Act as well The Indian Penal code, but since the amount here is not so big the best course for him is to meet the party who has issued this cheque & have the same money in cash. The criminal complaint either to police in the form of FIR or to the designated court is both time & money consuming process & won't solve his financial problem immediately which as you say he requires this amount immediately. Bringing police in the process of getting the money back from the party can cost him heavily & he may loose a considerable amount in this, where as making a criminal complaint in the court for the offence of cheating cost him lawyers fees that will be much more then the amount itself.

Cheque bounce is an offence. However, ask your friend to first contact the person/organisation that issued the cheque and demand a new cheque. If ignored, other legal steps could be considered.

Where are you located first of all? Different countries have different laws. You can take it to the police if its over a certain amount or a magistrate. Sounds like it is but i am having a difficult time understanding what you are saying. What is its of RS etc...

Go to the police. It is a crime to bounce a cheque.
Make the guy pay for it. Warn him of the consequences.
You can make him land in jail.
Money is everyone's darling. Don't lose it.

Try warning the issuer if he does not listen then you can take
legal action. Check when not honoured is a criminal offence in India.
