This would depend on the species you get. Your tank is about 17 gallon for the US volume. This would be too small for common plecos as adults (18"). There are other species of plecos that won't get as large. Most will be okay at water that's room temperature (low-mid 70s), but you should make sure of the requirements for any species which you might consider buying. Same with food preferences - most should be okay with the smaller fish, but with some you should use caution.

Most plecos would get too big for the tank. If you can find that stays small, then go for it. Common plecos get over a foot long.

wut do u mean by cold water? 70 degrees F, or like 50 degrees F? if 70 degrees F, then yes, the other no
