I think I would agree that it is D. However, the offspring could potentially be true breeding, because true-breeding means that it is either all dominant or recessive for ONE trait. So, if there were two traits involved D and T, true breeding would have genotypes like this: DDTT, ddtt, DDtt, and ddTT.
It wouldn't be b or c, but I have a feeling the question isn't trying to be tricky. So I'd go with D.

Answer is D - hybrid

Not A - These offspring will be Rr and will produce different phenotypes in the F2.

Not B - Crossing the parents gives the F1; crossing the F1s produces the F2.

Not C - The problem says that they are the offspring from crossing the parents. The parents are the parental generation.
