the pentium d and intel core 2 duo are processors,a chipset is part of the motherboard that is responsible for controlling the onboard components,hence the word"chipset drivers"
with regard to the best of the two processor i would have to say the intel core 2 duo has to win basically based on its power comsumption
the pentium d is the dual core version of the pentium 4 and uses around 75 to 80 volts power,were as the core 2 duo runs at a low 55 volts and also can do more calculations per millisecond than the pentium d
this what makes the core 2 duo chip so popular,especially with overclockers,it can run and run and run and will not overheat,it still needs cooling but you dont need to worry about it like you did in the days of the pentium 3 which would overheat all the time

At this point in time Core 2 Duo is not only the better of the two you have chosen, it is also according to most computer magazines the best value for money of any available CPU. Hope this helps.
