Move the 3x to the right side of the equal sign:
-9 = 4x + 7 - 3x
Move the +7 to the left side of the equal sign:
-9 - 7 = 4x - 3x
Simplify it down;
-9 - 7 is -16. And 4x-3x is simply 1x. Hence
-16 = x
or
x = -16
