Oxen are actually castrated males, so there are no female oxen.
The things we milk are "bos taurus" in Latin. In English they are known collectively as "cattle" and "cows." As a collective noun, "cows" does not necessarily mean females, but includes males as well, just as "geese" includes ganders, and "men" includes women in English.
After all, "cowboys" probably handle more steers (castrated males) than intact males or females, but they do handle all ages and genders.
A member of the species "bos taurus" whose sex is unknown can also be referred to as a cow. I include a link to a "cow printout" which specifies that only female cows have udders, and that females are called cows and males are called bulls.

Hihi I was wondering why there was a toilet roll hanging in the tree next to the bull field. The silly cow hung it too high and got **** all down his legs! Domesticated animals you say ? Cows and Bulls you ask? Geez, that smells a tad too far for me. They have learned nothing - all the portable loos have not had a sitting bull or visiting cow in the last 65 million years - they just don't understand. Have you ever seen a horse taking a dump ? How 'bout a sheep? Rabbits have more hygene at least they keep it near others food stocks! Slugs leave skid marks - pigs ooink alot and cannot keep their noses clean. Grr the animal farm is a dirty place to be and outside loos ain't helping much. I am still baffled as to how people can suggest to a cow to wipe his backside!
