There are really good self tanning products out there now. Which will gradually build up a natural looking tan without any streaks.
These are much safer than going out in the sun and getting burnt.

am also fair and doesnt tan easily, but you can just splash suntan lotion 30mins before and then every 4hrs just so u dont get fried up, and don't stay too much under the sun (maybe 1- 2 hrs a day) and not during 11am-2pm coz that's when the sun is in it's hottest (it can cause u skin cancer!!!)
u could also mown the lawn, if u have one, u get a tan and an exercise at the same time!
if it really doesnt work try sally hansen, but do use patch test on your skin so that you'll know if your compatible w/ the product ( dont buy it yet w/o the result, its expensive and when u later found out that your allergic to it, u just waste some money)
or you can also go to a dermatologist, they can really help a lot :)

Personally, I think pale skin is really pretty, but if you really want to tan... Well, just going outside once won't make you tan a lot, you'll probably get more burnt. Usually what works is to put on a little sunblock, then go outside several times, so your skin eventually gets used to sun exposure, and it'll tan. At least, I think that's how it works...
Also, consider spray-on tans. I don't like them a lot, but a lot of people have been really happy with them, because they're moderately simple, and you don't have to worry about damaging your skin.

well this response may not do you any good but I'll share it anyways. My wife is Irish and soooo pale she lights up the room at night. No I'm just playin.
well she tries everything from baking in the sun to tanning salons. Outdoors, she doesn't tan she turns red like a lobster and when she gets artificial tans she looks orangy (is that even a word?). I tell her not to focus so much on the milky white skin but on her self-esteem. She looks great in a nice summer dress but she picks at herself. My suggestion is to be happy with your skin pigment as long as it's healthy. Just get out there and shake what your momma gave ya!

Wear some SPF 15 and go out. If you're very fair, you definitely need sunscreen and you need to reapply it after 3 hours or so or if you get wet or sweaty. Keep in mind, though, that if you're very fair your skin may not tan. Some people just don't-if it seems like that might be you after a while, don't skip the sunscreen, you'll just burn. Go out and give it a shot-and it may take a while, too, so be patient.

I'm very fair also. We have a very high risk of getting skin cancer so I would recommend NOT going outside to tan, which is something I'm not able to do anyways. I'd recommend a good self-tanner. I use Coppertone Endless Summer Gradual Tan--works great!

If you insist on tanning (it's not good for you!), go out for only twenty minutes at a time until you have a light tan. Don't use oil, you'll just fry right up! If you do burn, there are some nice after-sun lotions that include caffeine, which helps increase bloodflow.

Go were the sun is hitting most, then lay down something comfortable, then take a sleeping pile. then you'll wake up. that's better then sitting there seeing your self getting sunburned.
But not all pale girls look ugly, if you have red hair then I think you look beautiful. you may think you are ugly, but you never know who think your beautiful.
But if you don't have red hair on that pale skin, sorry, but I think you should get tanned as fast as possible.

Honey, don't do it. the damage to your skin is not worth it. Oh, you may look nice today, but the long term effects (skin aging, cancer, cataracts, wrinkles, etc) just out weigh today's gains. Did you know that cataracts are linked to sun damage, especially for light skinned, fair eyed individuals?
However if you fail to believe me, please use a good sunblock, a hat, and work on this tan less than min. per day.
Just not good!
