It means that a team's pitcher or pitchers don't allow anyone from the opposing team to reach base via a hit. The opponent can still have men reach base via walks, hit batters, errors, catcher's interference, etc., but not via a hit.
This is why a pitcher can throw a no-hitter and still lose, because it doesn't preclude the other team from scoring runs.

A no-hitter is when a pitcher is pitching for a full 9 innings and has not let in a single hit, whether each batter is grounded out, flied out, or strucked out. Of course, sometimes it also happens when a runner reaches first base via a walk; a walk doesn't count as a hit. A Perfect game is when a pitcher does the job of not letting any one into first base.

A perfect game is when nobody gets on base for the whole game. A no hitter means that nobody gets a hit off of the pitcher. This means that the pitcher can walk any amount of batters, and have any amount of batters reach on errors and still have a no hitter. This way, the pitcher can still have runs scored off of them and still achieve a nohitter

when the pitcher does not give up a hit in a game, and if u didnt know, it is 9 innings in baseball. The starting pitcher must be in the whole time though. The most recent pitcher to do it was Mark Burhle

the pitcher does not allow a hit. a pitcher can still walk a guy. but if he doesnt its a perfect game. and its virtually impossible to strike out every batter.
