A tire must be DOT approved to be used legally for driving on public roads. There are however, DOT approved tires that are virtually racing slicks made by companies like Kuhmo, Avon and Hoosier. These are intended for driving to and from motorsports events like Autocross or Drifting, not for daily driving though. They have no ability to drive in rain and with minimal tread depth offer little protection from potholes or other road hazards.

Only DOT (department of transportation) approved tires are allowed on the street. Real slicks are not approved. A slick on the street is a pain. Sidewall stability is poor so turning gets loose, even dangerous at times. I've only ran slicks on the street to get to nearby track.

They are legal to put on the car as long as they do not go past the fender. You would be sited and ticketed if you got pulled over if they do. But if you do put these on do not drive in the rain, the will be very slick and you WILL lose control of your car.
Tell me is it worth really worth putting these tires on your car if you can not drive your car all the time?
If you are going to use these tires on your car I suggest you only use them to strip race.

There used to be something called "Cheater slicks" they were street legal slicks, they were slicks but had one tire groove in the middle. I imagine they still make them. I've also seen guys running wrinkle wall slicks on the streeet, but those guys were looking for a race and some cash.

Illegal. You would be cited for the tires and could be put out of service, meaning that you car not drive but tow the car. Why would you do this? The first rain and you are out of control. That is why NASCAR does not drive in the rain.

Slicks are illegal to drive on the street..
They are safe on dry streets but hydroplane
on wet streets..
