Google succeeded because of the PageRank algorithm, which gave better search results than the competition.

First, study PageRank. Here is an intro:

You should also go read some textbooks on text search / information retrieval. I recommend these books:
"Managing Gigabytes" ISBN 978-1558605701
"Modern Information Retrieval" ISBN 978-0201398298

Then come up with a better algorithm :-)
Don't worry about buying a big server yet...

BUY A SERVER, if you can afford it, because the amount of data you will be processing would NEVER be satisfied on your home computer, no matter how powerful it is. We are talking thousands and thousands of dollars. If you have ever created a LAN, or gamed online, you will know what I mean. Except, the gaming severs don't serve millions of people, they only serve those playing. So, multiply that by a big number with lots of zero's, and that is the processing power AND memory you will need. Remember, you have to STORE info, too. And, most importantly, if your engine crashes, you will lose your customers. Watch what happens every time Yahoo msgr crashes, everyone complains for hours and asks WHY?WHY?... if you can handle all that, you can do it.
