I'm guessing your green spotteds are juveniles right now, because they're getting along. As they mature, they're going to get more aggressive, both with other fish species and each other. They can be kept with other tankmates, provided they are non-aggressive and about the same size. Aggression is usually related to tank space and these guys can get about 6" each, so you'll need a sizable tank to keep more than you've got. Puffers are also sensitive to poor water quality and are messy eaters - usually a bad combination.

It really depends on your tanksize, you can place more puffers, on a condition that the tank must have a lot of plants, hiding places a lot of room for the weak (small puffers) to hide, they should be fed heartily so that they dont chew on each other. Even for brakish envoirnment the thumb rule rarely applies. My suggestion is that, keep less fish then the exact thumb rule (means keep an inch of fish for 3 gallon of water) because weekly change in water with salt, checking N & pH levels, becomes a hectic job later with a bit crowded or overcrowded fish. So the less fish, the more healthy envoirnment u'll have.

How big is your tank? Make sure you quarentine the new fish first if you do get more.
