The hydrogen ion has no electrons in its sole level; the periodic table says that an uncharged hydrogen atom would have 1 electron, with an electronic configuration of only 1s1. The hydrogen ion, or proton, lacks this electron. The negatively charged chloride ion has 8, one more than it has naturally; hence the negative sign; it's position on the periodic table says it has 7 in it's highest level as an uncharged atom. It's electronic configuration is 1s22s22p63s23p5, one short of a full orbital and wanting to acquire one.
