That quote basically means that a nation is only as strong as the wills of those who will support it. So, if a country has a bunch of sneaky, lazy people, it will not be as great in the eyes of history as one with honorable, hard-working ones. So, yes, I think that it works both on individual and collective levels.

We are one species though. We we divide ourselves based on where on the planet we live, we head for disputes, conflict, aggression and war.

Nationality is an arbitrary division of two groups of people based on geography.
