aaargh! he has a fungal infection! go to the petshop and get a suitable antibiotic to add to water. make sure he has an area he can leave the water for a dry out when he chooses!
remove and thoroughly clean his container. strong salt hot water, and a scrubbing brush. do everything thoroughly rocks etc, and throw any weeds etc out!not bleach!! if your pet shops not that great...call a zoo and ask for the herpetologist to get a product name in your country. do it soon! like asap!
because turtles have no saliva glands they must feed in water to assist swallowing...you! must clean the tank to remove food particles or have a really good filter cleaned regularly!OR feed in a separate container, and replace in main home, after hes done. a weekly" lawn outing" if possible is good too!
and always a calcium block, in the water.

Ok, you have described a common shell rot or shell infection. What you need to do is first make sure your turtle has a decent and appropriate amount of heat and basking area. Basking will provide partial healing, but you also need to contact a exotic reptile specialist and they will probably give you some kind of disinfectant to apply to the shell. I would contact a expert ASAP because if this worsens your turtle could become very sick! But do not
worry too much just take it to a specialist and everything should work out. Good luck! p.s. amicus curiae (girl above) is right!

Reptiles shed their skin. Turtles are reptiles. That is to say they lose their skin. New skin grows under the old and the old comes off. No big deal. Unless of course your turt has some sort of jungle fungus that i have never seen or heard of before. Just clean the water often.
