the "carrier plate" has snapped at least one of the tabs off. this is the piece of plastic that holds the mirror onto the motor pack. unfortunately, this is something best replaced at the dealer.
there is hope, though, get some 2 part urethane from the hardware store (make sure urethane and make sure 2 part). place bead along inside of the carrier plate, reattach, and allow to cure (without dislodging again).
the wires holding it on (yet) are either the heater wires, electrochromic wires, or both. make sure they are all attached before you glue the mirror back on. make absolutely sure you don't mix these wires up- EC units run at 1.2vdc, the heater at 12vdc. You'll fry the EC device if you use 12vdc...

To fix the problem requires probably a new mirror and taking som interior door panel parts off to access the mirror bolts. sometimes it's just a cover on the inside door where the mirror is and sometimes you need to pop off the door panel. When mine broke on my 1998 bonnevile i used a piece of clay to hold it in place, made a ball of clay and mooshed it in there since my mirror was $90 unpainted. Yoyu may be able to get one from a junk yard for $20 if you wanna fix it yourself.

The "latch" probably broke inside. You wouldn't have a Toyota Corolla / Camry, would you? Seen that before. You need new innards for the mirror, and it's a dealer only item.

probably the nuts,that holds it came off.take the inside door panel off and the nuts are probably laying down there.put them back on.

hahaha my mirror was broken off and hanging off the side of my car.. I decided to rear-end someone and get a new car. j/k.. but seriously, you should be able to use superglue..i did for about 6 months...it worked
