Is betta Flaring at another fish in his tank a sign that he might attack them?

Not really. The flaring is a sign that he is trying to defend his territory, but since bettas are really rather peaceful and shy, odds are very high he would back down if the other fish pressed the issue.

Yes, but it depends on the the betta in question, and the size of the tank. In a 10+ gallon tank I would worry unless the other fish is slower than a betta. Bettas are poor swimmers and will wear themselves out. In a 5 gallon or smaller there really isn't enouh room. One trick with betta is to put them in something like a breeder box, or isolation box. (Be sure he can still reach the surface, or he'll drown.) If they can see the other fish for days they often calm down.

In the case of other betta. Well you shouldn't have betta in the same tank. Males will fight to the death. Males and females will mate then the male will attempt to drive off the female to protect his nest. (Assuming she doesn't beat up the male.) Females rarely flare, and often can live together once they figure out who's boss.

Possibly, especially if the other fish is colorful and/or has long fins, that's not a good tank mate for a betta. The betta thinks its a rival and will attack it, so I'd keep a close eye and if the betta doesn't settle down then remove the other fish.
When choosing a tank mate for a betta, you want something drab (browns/greys) that isn't interested in picking on a slower fish, corycats are good ones as long as you have a big enough tank.

Yes. Females will do it too. I put a female in with a male to breed them and she flared her gills at him several times before chasing him and biting off his fins. I seperated them! If you have any other kinds of fish in with your betta, if it's a male, they will probably loose the fight. Females can often be fine with other fish, but do keep and eye on her!

yes. so get him out and give him his own tank or bowl. Bettas are best alone.
