Because as a fetus, every mammal's embryo starts off as female. The Y gene's hormones kick in later on.

There is a very interesting brain disease in which a part of the brain is affected....that make men actually produce milk!

All male mammals have nipples. When a fetus first begins to form, it is female. It is not until about 1/5 of a pregnancy goes by and the hormones kick in to designate "male" if that is what the sex is to be. By that time, the beginnings of nipples have already formed.

(This gets aswered about twice a week or more, by the way)
