It depends on the person who forgot and how old you are. When you are a child, and your parents forget, it can be crushing. You play the guilt card for years to come.
However when you are a grown up, you forget it and move on. It's nice when someone important to you remembers, and makes you feel special because it is your birthday, but hopefully, if they are an integral part of your life, they make you feel that way everyday. A momentary slip doesn't seem so huge.

Me? Suck it up and forget about it. Birthdays are momentous to some, and meaningless to others. Unless there's been a conversation that delineates the importance of remembering vs. not remembering... personally, I'd let it go.
One thought though... is the forgetful one kind and conscientious in *regular* life? Because if they are... they are probably going to feel worse than the one that was forgotten. And for me... it's the little kindnesses that make the difference, not the gestures, the expansive displays.

I'm afraid I am the one who forgot the important birthday and I still feel guilty many years later. He was my dad and now he's passed and I regret being so selfish. I was a spoiled teenager and it hurt him especially since his birthday was only 13 days after mine (which of course I remembered). I drove all the way to the state my parents lived in with a hurried gift and told them I was so sick about it and cried but I have never forgiven myself. That's an awful memory but thanks for reminding me of other things about my dad. He was a witty and honest man, even when it hurt. I miss him.

There are only two people I care about that care about me. They both were late and I thought they both forgot. I was crushed. I thought out of everybody I know, they would be the ones who would say something. It took a few hours but they both came through. I was pretty happy after that.

It depends on the person, usually I don't mind but if one person that I know forgets, I just won't hug him or anything until he remebers. I really don't care for gifts just as long as he wishes me a Happy birthday. is what counts.

I play passive/aggressive games.... vaselate between 'it's okay' & then get very petulant & pouty.
Put them on a huge guilt trip by telling 'em "YOU DON'T LOVE ME ANYMOORREE!!!!!" in a very dramatic, tear-filled tone of voice.
.....
that is, IF they're even aware that my birthday occured!! If they don't even know that they forgot--I'd just drop a line in the conversation like, "I was talking to so & so, he called to wish me a happy birthday."

Aww, I would cry for a little and perhaps invite a few people to a pity party. Then I would accept the apology and get over it.

it's not an issue for me - MEN always forgets..
it doesn't mean they don't care, it's just that their mind is not designed to remember birthdays and anniversaries!
it doesn't matter much to me =)
