Make sure you're making only partial water changes and not changing his water 100%. Water changes if not done correctly cause alot of stress to fish. Hence, they behave lethargic or "pissed off" like.
They lose their colour due to stress again caused by unhealthy dirty water, or sometimes by simply banging on the tank.
Make sure you change 25% of the water once a week and try a few drops of stress coat.

Besides de-chlorinating the new water, make sure that the temperature of the new water is the same as the tank water. If your tank is unheated just dechlorinate the water and let it set in a container near the tank overnight. The fading colors are probably a reaction to some sort of stress in the fishes environment. Could be water change issues,(temperature or frequency) or dietary matters. Hope you can find the problem, good luck.----PeeTee

Generally after a water change your betta should be more active. Be sure:

1)It's the same temp as the old water. (finger test is great)
2)That you removed the chlorine from the water. Either with drops or aging it for 24+ hours in an open container.

Fading could be the result of over feeding, dirty water, or low temps (best temp 75-85F).

Yes it's normal behavor are you removing cchlorine fr0om your tap water. Chlorine slowly kills fish. He doesn't have finrot unless he has open bleading cuts just so you know. Also add color enhancing foods such as spectrum to get his color back.

IO hope this helpos and i'm in need of bet answers.

Thanks alot
