i don't think your sentence makes sense- but i'll try to figure one out if no one else does.

when you say "beginning with the letters Y-U-G-O-S-L-A-V-I-A-N-S" do you have to start your sentence like: yugoslavians...?

yugoslavians is a word.

Grammatically, your sentence seems to be right.
If I have understood your second question right, you want a sentence for which Y U G O S L A V I A N S is an acronym.
How about this? Young Under Graduates Of St. Louis Are Very Intelligent And Never Sentimental.

EDIT: YUGOSLAVIANS is the acronym for the sentence written by you.
