For me what is meant by this is, It's you who decides what the outcome is going to be. You have choices in life and you might make some bad ones and that's why people use this conforting advice. But the truth is, your the only that create the best ending. Better yet You get up and you fall but you get up again and continue, that is life.

at different times, some situations can come to an end,,, such as a school class, a relationship,,,, this life on earth,,,,,,,, but i personally dont think there is a total "end",
the expression means , to me, to do the best you can,,,, and things will work out, one way or another,,,,,,,, and that will be ok,,,, as it has to be ok,,, you cant change it

When whatever the situation is, is resolved. Sometimes it is far into the future, and sometimes it only takes a few moments. Sometimes the statement is even a lie, but I am sure it is always spoken with the best of intentions.

the end means the end of your misery where things will be ok. and of course when you reached the end of your misery, every thing will be ok.
so it is better not said at all.

short-term i guess it means that in an immediate situation where you see no positive conclusion, life can somehow sort it out as we have no way of stopping time, time is bigger than any of us. that no matter what, it will be ok
long term where one is no longer fighting death
